Researchers need accurate and appropriate terminology to appropriately analyse the continuous marginalisation of substantial groups of the student population, as well as the resulting reproduction of social inequalities. In the present article, we therefore propose that researchers should distinguish between personal pathologies as ‘learning disabilities’ and environmental hindrances as ‘learning barriers’. However, it is also necessary to investigate whether such a distinction can be supported by the current definition and application of the term ‘learning barrier’ in the existing research. Hence, we investigate the following research question: How is the concept of ‘learning barriers’ conceptualised in international educational research? This research question is investigated through a scientific concept analysis in the form of a systematic review of 40 scientific journal articles published between 1990 and 2020 that were written in Danish, English, and Swedish. This analysis shows that 40% of the articles contain a conceptualisation of learning barriers that emphasises structural factors outside the learner, 37.5% emphasise an interaction between internal and external factors, and 22.5% emphasise individual factors within the learner. As a result, we argue that there is support from international research for distinguishing learning barriers from the learning difficulties associated with personal predispositions.

Artikkelen undersøker derfor problemstillingen: Hva mener skogfinske lærere bør vektlegges i undervisning i skogfinske temaer i skolen?

Heritage language (HL) education is offered in different forms by all Scandinavian public education systems. In addition, community-based complementary schools offering HL education are available across Scandinavia. The current article uses Norway as an example while investigating the following research questions: How do language policies in education influence the conditions for Arabic and Sámi HL education, and what consequences can these conditions have for students’ experiences? These research questions were investigated through ten weeks of ethnographic fieldwork in Sámi HL education in public schools and in a complementary weekend school offering Arabic HL education in a Norwegian city. The analysis demonstrates how both Arabic and Sámi HL education are marginalised forms of education. Nevertheless, the Sámi HL students reported experiencing encouragement from peers and pride in their heritage, while the Arabic HL students reported keeping their HL education secret from their peers in mainstream schools.

In this chapter, we investigate 106 Norwegian pre-service teachers’ views and experience with multilingualism from different stages of their teacher education and from four different teacher education institutions. The data were collected as part of three recent doctoral studies (Fylkesnes 2019, Iversen 2020, Thomassen 2021) and consist primarily of focus group and individual interviews. Drawing on Lucas & Villegas’ (2011, 2013) framework for preparing linguistically responsive teachers, we focus our analytical attention on what orientations, knowledge and skills the pre-service teachers demonstrate. Our analysis indicates that pre-service teachers generally have the fundamental orientations necessary for linguistically responsive teaching, yet they seem to lack the necessary pedagogical knowledge and skills needed to enact these orientations in their teaching. Based on our findings, we argue that Norwegian teacher education needs to put greater emphasis on developing pre-service teachers’ pedagogical knowledge and skills if they are to enact linguistically responsive teaching.

Due to globalisation and migration, the Arabic-speaking population in Europe has rapidly increased over the past few decades. To maintain the Arabic language, children across Europe attend community-based heritage language education. With the development of new communication technologies, digital Arabic heritage language education is gaining popularity. Although previous research from community-based Arabic heritage language education in physical educational settings indicate that some translanguaging is taking place, little is known about how the digital setting of online Arabic heritage language teaching influences language practices and pedagogies. Hence, this article investigates the following research question: How does a heritage language teacher of Arabic use translanguaging as a pedagogy in digital heritage language education? To answer this question, a digital linguistic ethnography over 7 months was conducted, involving digital classroom observations, interviews with one teacher and five students and the collection of documents. Adopting a translinguistic perspective, the analysis shows how the teacher capitalised on students’ translingual resources to create a safe space, challenging language hierarchies and supporting the development of literacy skills in Modern Standard Arabic. Based on these findings, we discuss how the online teaching setting contributes to shaping the language practices of the digital classroom.

Studies have found that imaginations of a perceived ‘homeland’ plays a prominent role in much heritage language (HL) education. Taking Sámi HL education as a point of departure, I investigated the following research question: What opportunities and limitations can be associated with a land-based pedagogy in Indigenous HL education in an urban setting, removed from the ancestral homeland? This research question was investigated through an ethnographic study of Sámi HL education in public schools in a city in Norway. With an increasing number of Sámi students outside traditional Sámi communities, Sámi HL teachers need to reconsider what ‘area belonging’ should mean in Sámi HL education. The findings suggest that land-based pedagogies hold the potential to provide Indigenous HL students with an HL education deeply rooted in Indigenous epistemologies and pedagogies. Nevertheless, this approach often failed to actively engage students who had grown up in an urban environment, removed from their ancestral homeland. I suggest that there is a need to develop a Sámi pedagogy for urban Sámi students outside the traditional Sámi communities, which capitalise on students’ complex relations and diverse imaginations of their ‘homeland’. Implications for other heritage language education settings are discussed.

This article presents an ethnographic study of Sámi heritage languageeducation in public schools in a city in Norway. The Sámi people, theonly recognised Indigenous people in Europe, are reclaiming theirlanguage and culture after intense assimilatory efforts by the Norwegianstate. Based on ten weeks of fieldwork in Sámi heritage language (HL)education in an urban setting far from the Sámi core areas, the currentarticle investigates how Sámi teachers and students negotiate subjectpositions in HL education based on Sámi culture, values, and traditionalknowledge. The researcher observed lessons, wrote field notes, collectedteaching materials, conducted interviews, and made video and audiorecordings of classroom interactions. The analysis demonstrates how theteachers purposefully and iteratively attempted to position their studentsas Sámi and how the students responded to their teachers’ constructionof a Sámi subject position. The findings suggest that HL teachers need torecognise and accommodate the complex and diverse connections thatHL students have with their culture, language, and community, particularly in contexts of historical colonisation and assimilation. Bymaking multiple subject positions available to students, teachers cancontribute to a more inclusive and empowering learning environmentthat acknowledges the nuances of HL students’ subjectivities.

Students with migrant backgrounds continue to underperform across European education systems, highlighting the need for teachers to be prepared for multicultural and multilingual schools. However, even teachers who are open to multilingual pedagogies report being restricted by monolingual language policies, language beliefs and assessment schemes. Hence, it is necessary to investigate the conditions for pre-service teachers to exercise their agency in enacting multilingual pedagogies within monolingual education systems. Through a longitudinal case study involving interviews with five pre-service teachers at the outset and completion of their teacher education in Norway, the study explores the following research question: To what degree has teacher education provided the necessary conditions for pre-service teachers to exercise their agency in enacting multilingual pedagogies within a monolingual education system? A thematic analysis comparing responses given at the onset and completion of their teacher education suggests that the pre-service teachers had altered their beliefs, acquired more knowledge and reported more skills in working with multilingual learners. Moreover, they had developed a greater ability to imagine alternative approaches to multilingualism and become more flexible in these approaches. The longitudinal and qualitative research design offers a detailed picture of pre-service teachers’ development over the course of their teacher education.

In Arabic literacy education in Europe, whether within mainstream education or in supplementary schools, instruction is a translocal endeavour at its core. The socio-historical conditions and ways of knowing embedded in traditional ways of teaching Arabic literacy are still deeply intertwined with the teaching of Arabic literacy in the diaspora. However, European expectations of education in general and literacy education in particular influence the purposes, content and materials of the Arabic literacy classroom, which leads to a process of transculturation. The current study investigates how Arabic literacy education as part of two Arabic heritage language settings in Norway and Sweden serves as a site for transculturation and how the entirely different ways of organising heritage language education in the two settings influence the transculturation processes of Arabic literacy education. This exploratory investigation is carried out through ethnographically inspired fieldwork in three mainstream schools in Sweden and in one supplementary school in Norway. The findings suggest that the inclusion of Arabic literacy education in mainstream schools in Sweden likely leads to an education closely aligned with official Swedish expectations about literacy education, while the supplementary school in Norway, to a greater extent, maintains traditional approaches to Arabic literacy education.

Limited access to reading material written in local languages is considered a contributing factor to poor reading achievement in Sub-Saharan Africa. Several non-government projects are attempting to compensate for this by providing extensive reading material. One such project is the non-commercial, donor-initiated African Storybook. This article examines the premise on which African Storybook and similar donor-initiated projects build, namely that providing stories in local languages can significantly improve early literacy achievement. Understanding literacy as social practice, we investigate what experiences with stories inform the literacy-related beliefs of pre-service teachers in Zambia, and how these beliefs may shed light on their response to storybooks as part of early literacy education. Our data comprises a questionnaire with 26 pre-service teachers and focus group interviews with six of them. The pre-service teachers’ beliefs were found to reflect their childhood experiences with stories and the Zambian official National Literacy Framework. Our findings indicate that neither their childhood experiences nor their teacher education had prepared the pre-service teachers to use stories for extensive reading in early literacy education. These findings lead us to question whether literacy delivery is best served by initiatives that are not coordinated with both national literacy policy, curriculum and local teacher beliefs.

The Declaration of a Nordic Language Policy stipulates that all Nordic residents have the right to preserve and develop their mother tongue and their national minority languages. Hence, this article investigates the question of mother tongue education for linguistic minority students. Through four ‘telling cases’, the article explores how four Nordic countries, Denmark, Finland, Norway, and Sweden, orient towards mother tongues, Indigenous and national minority languages in their educational policies. Drawing on Ruíz’ (1984) framework of orientations in language planning, we investigate the following question: In what ways are mother tongues framed as rights, resources, or problems in four telling cases of educational policy in Denmark, Finland, Norway and Sweden? The analysis of the telling cases shows that although all four countries provide various forms of mother tongue education, thus apparently aligning with the intentions in the Declaration of a Nordic Language Policy, there are important differences between the provisions. Nevertheless, across the four countries, the official national languages are placed at the top of a language ideological hierarchy. The official national languages are followed by national minority languages as mother tongues. These languages are awarded rights but are not considered resources for the whole population (e.g., Ruíz, 1984). The Danish telling case inserts a supranational layer in the hierarchy, namely mother tongues with status as official languages in the European Union. The hierarchy of mother tongues thus reflects how some types of mother tongues are more readily granted rights and considered to be resources than others.

Despite burgeoning research on translanguaging in education, research on translanguaging approaches to literacy education has lagged behind that of research on oral translanguaging in education. Hence, this article investigates what translanguaging strategies six multilingual newly arrived students used in the production of an academic text, and what prior experiences they had with learning and developing translanguaging strategies. These questions were investigated through a 60-minute writing session, in which six multilingual newly arrived students (age 16-19) wrote an academic text in Norwegian on a designated topic. The participants had lived in Norway between six months and 3.5 years. Next, the researcher conducted student interviews, exploring the students’ translanguaging strategies and their previous experiences related to learning and developing them. The analysis shows that all the students applied translanguaging strategies before and during writing. The students reported that they had developed the strategies on their own, without their teachers’ encouragement and support.

Teacher education in the Nordic European context continues to change rapidly in response to diversity. However, this context tends to receive less attention globally, despite being a part of the interconnected effort to prepare teachers and students for an increasingly complex and uncertain future. Against this backdrop, this volume presents timely research that identifies and critically explores some of the challenges and opportunities which researchers, educators, and teacher educators may encounter while working in culturally and linguistically diverse contexts of education in Nordic Europe. In doing so, this volume aims to contribute to the broader conversations about diversity and education on an international level, particularly those focused on how to improve and enhance teacher education through more inclusive, responsive, and social justice-oriented practices. Critical and Creative Engagements with Diversity in Nordic Education offers empirical, conceptual, and theoretical contributions on topics such as religion, gender and sex, language, culture, nationality, race, and ethnicity that reflect the experiences, concerns, and needs of both teachers and students from primary to higher and teacher education. By recognizing, promoting, and understanding the importance of diversity in the classroom, educators can contribute to the achievement of academic success of every student

This article compares the language ideologies (Kroskrity 2000) of pre- and in-service teachers in Norway and Zambia respectively. Despite their historical, political, and linguistic differences, both countries struggle to adapt their educational systems to students’ multilingualism. Thus, it is interesting to see how pre- and in-service teachers from the two countries consider the role of multilinguals within their respective education systems. The data are from two qualitative studies about multilingualism in education from Norway and Zambia that explore pre- and in-service teachers’ language ideologies (Kroskrity 2000). Based on focus group interviews with 24 Norwegian pre-service teachers and 36 Zambian in-service teachers, the current article shows that the Norwegian pre-service teachers and the Zambian in-service teachers expressed convergent descriptions of the challenges associated with multilingualism in education. Yet the teachers revealed divergent language ideologies in relation to how to solve these challenges. While the Norwegian pre-service teachers conveyed rather monoglossic language ideologies, the Zambian in-service teachers aligned themselves with more heteroglossic ideologies. In line with these language ideologies, they positioned themselves differently towards the current language policies in the two countries. This divergent pattern is discussed in light of the specific language ecologies of the two states

somali enn samisk i Noreg.
utdanningspolitikk i framtida.
Fire grupper med lærarstudentar (N = 13) frå to ulike lærarutdanningsinstitusjonar i Noreg tok del i studien.
I denne artikkelen argumenterer
over korleis språkideologiane deira påverkar elevane sine moglegheiter på skulen.

Norwegian is usually the language of instruction in secondary education in Norway. The exceptions are indigenous Sámi schools and classes providing instruction through the medium of the different Sámi languages. All students in secondary education are required to study English and can choose to study a “foreign language.” Seventy-five percent of students starting their lower secondary education in 2019 chose to study a foreign language (Norwegian National Centre for English and other Foreign Languages in Education 2020). Spanish and German are the most popular foreign languages taught in secondary education, while French is also widely taught. Researchers have pointed out how key policy documents promote certain forms of elite multilingualism, such as multilingualism with prestigious European languages, while devaluing other forms of multilingualism, such as multilingualism associated with migration (Kjelaas and van Ommeren 2019).

Drawing on recent developments within sociolinguistics, the objective of the current article is to explore how six pre-service teachers (PSTs) discursively positioned themselves and ‘the multilingual’ across two narrating events focused on their lived experience of language. The narrating events were focus groups with other PSTs (N = 24) and the participants’ linguistic autobiographies (n = 6). A narrative analysis across the two events demonstrated how the six PSTs used indexical cues to discursively position themselves as monolingual speakers of Norwegian in contrast with ‘multilinguals’ as speakers of ‘other languages’. Based on these findings, the article argues that the PSTs do not have an adequate understanding or vocabulary to discuss multilingualism in education, leading them to present ‘the multilingual’ as someone radically different from themselves. However, teacher educators can take PSTs’ lived experience of language as a point of departure for discussing multilingualism in education and challenging the traditional understandings of multilingualism.

This study investigates how pre-service teachers (PSTs) negotiate an understanding of which multilingual practices are legitimate in mainstream education in Norway. Data were collected through seven focus groups with 24 PSTs participating in their first field placement. I designed three fictive vignettes about multilingual students in mainstream education, and these were introduced and discussed in the focus groups. The analysis of the PSTs’ discussions of multilingual practices in mainstream education drew on Ruiz’s framework of language ideologies and Bakhtin’s concept of heteroglossia. The analysis shows how the PSTs were concerned with the needs of the class, of the teacher and of the multilingual students when multilingual practices were introduced to mainstream classrooms. The PSTs drew on different language ideologies to determine which multilingual practices were legitimate. The results indicate that the PSTs considered multilingual practices to be legitimate if they did not compromise group work nor challenged Norwegian as the language of instruction. However, the results also show a potential to work with PSTs in order to develop awareness of their own heteroglossic language ideologies. This study suggests that teacher educators can use focus groups to achieve this goal.

This paper presents an action research project that aimed to increase opportunities for multilingual literacy engagement and identity investment for newly-arrived immigrant students in Norway. A language teacher and a researcher jointly developed a cross-curricular, multilingual module focusing on identity texts written in three languages: English, Norwegian, and each student’s home language.
Fourteen adolescent students speaking 15 different home languages participated. To assess the effectiveness of the multilingual pedagogical practices, the data collected included a language use questionnaire, student reflection logs, students’ identity texts, lesson plans, and the
teacher’s notes and reflections. The results suggest that explicit emphasis on including all languages in students’ linguistic repertories can help build inclusive classroom spaces and foster learners’ multilingual identities.

This article explores the concept of translanguaging and its pedagogical implications. Specifically, I discuss how pedagogical translanguaging can be implemented in the teaching of English in Norway in light of the revised English curriculum presented in November 2019. I examine how the new English curriculum requires English teachers to value multilingualism as a resource and include students’ complete linguistic repertoire in their teaching of English. In 2018, researchers responded positively to the proposal for a revised English curriculum emphasising multilingualism, while teachers expressed that they did not understand the proposed competence aims involving students’ linguistic backgrounds. Despite teachers’ reservations, the final version presented in November 2019 continues to emphasise the inclusion of students’ multilingual resources as part of the subject’s “core elements” and competence aims. To address the issues raised by teachers, I explore how teachers can meet these requirements through pedagogical translanguaging. I present five facets of pedagogical translanguaging which can contribute to meet the requirements in the revised English curriculum: (1) raising students’ awareness of multilingualism, (2) appreciating linguistic diversity and positioning students as competent multilinguals, (3) encouraging students to compare English with other languages in their linguistic repertoires, (4) using literature that includes translanguaging as a teaching resource and (5) implementing tasks that require students to draw on their complete linguistic repertoires.

Field placement allows pre-service teachers (PSTs) to gain experience
teaching culturally and linguistically diverse students. However, little is
known about how PSTs engage with multilingualism during field placement. This article investigates how PSTs capitalise on their own as well
as their students’ linguistic repertoires during field placement in multilingual, mainstream schools in Norway. The data were collected through
seven focus groups with 24 PSTs alongside classroom observations of
four of these PSTs during 1 week of field placement. Although the PSTs
expressed uncertainty about including in the classroom languages
apart from Norwegian, this article provides examples for how they
spontaneously drew upon their own and their students’ linguistic repertoires via translanguaging, although it also demonstrates how these
PSTs adapted to the practices commonly accepted at their respective
field placement schools. Thus, I argue that the spontaneous translanguaging these PSTs apply should be integrated into a comprehensive
translanguaging pedagogy to challenge traditional approaches to multilingualism in education and to benefit the schooling of all children.
This approach encourages teacher education to prepare PSTs for acting
out pedagogical translanguaging.

Whose Language Counts? Beyond Neutrality from Raciolinguistic Ideologies to Decolonial Futures in Second Language Education.

This presentation takes up critical perspectives on language, race, and second language education by bringing decolonial (Pennycook & Makoni, 2019) and raciolinguistic frameworks (Rosa & Flores, 2017) into dialogue with mainstream second language research. Second language education is often framed as a neutral, technical enterprise concerned with how additional languages are acquired and assessed for social participation. Critical scholarship, however, has shown how language ideologies shape which languages, varieties, and speakers are valued (e.g., Kjelaas & van Ommeren, 2019) and how racialized learners’ and teachers’ linguistic repertoires are routinely devalued and policed (e.g., Dovchin & Dryden, 2022).Building on work in critical applied linguistics, we outline core insights from decolonial and raciolinguistic studies of language, highlighting how they expose the hierarchical ordering of languages, including the coupling of “native speaker” norms with Whiteness. We then map selected trends in second language research that have engaged these perspectives. The final part of the presentation reflects on how critical, decolonial, and raciolinguistic perspectives can more robustly inform second language research and language teacher education. We argue for approaches that foreground power, coloniality, and racialization in analyses of language policy and pedagogy; that treat learners’ multilingual practices as more than pedagogical “resources;” and that make space for research and theorizing produced from historically marginalized locations. The presentation invites participants to consider how expanding critical work on language and race can transform dominant understandings of second language education and contribute to more equitable linguistic and educational futures in the Nordic region and globally.

Abstract As classrooms are becoming increasingly multilingual, teacher education needs to educate preservice teachers (PSTs) who can capitalise on students’ multilingualism to support and promote learning. Field placement is often identified as a crucial component for teacher education to prepare PSTs for multilingual settings. Yet, little is known about how PSTs engage with the multilingualism they encounter during field placement. Hence, this dissertation reports on a qualitative research project that combines focus groups, classroom observation, and linguistic autobiographies to investigate the following research question: What characterises PSTs’ encounter with multilingualism in field placement in their first year of teacher education? This research question is investigated from three perspectives, from a biographical perspective, an ideological perspective, and a practical perspective. The biographical perspective consists of data from linguistic autobiographies (n = 6) and focus groups (N = 24). A narrative analysis of these data gives an insight into PSTs’ lived experience of language prior to their entry into teacher education. The ideological perspective is based on data obtained through focus groups (N = 24), and provides information about PSTs’ language ideologies as they participated in field placement in classrooms characterised by multilingualism. Finally, the practical perspective combined data from classroom observations (n = 4) and focus groups (N = 24) to provide new knowledge about how PSTs engage with students’ multilingualism in schools that operate according to monoglossic ideologies. The combination of three sources of data provides a nuanced understanding of how the participants’ lived experience of language, language ideologies, and language practices are closely related, and how they influence PSTs’ encounter with multilingualism in field placement. The analyses suggest that the PSTs consider themselves monolingual speakers of Norwegian, operating within a school system where Norwegian has a privileged position. They describe ‘the multilingual’ as an Other, and are hesitant to engage with the multilingualism present in the classroom. Nonetheless, the analyses show that PSTs have diverse experiences with language that teacher education can capitalise on when preparing them for multilingual schools. Furthermore, the PSTs are willing to create spaces for multilingualism even within monoglossic school systems, and are able to draw on their own and their students’ complex linguistic repertoires when the situation requires it. This willingness and ability constitute a potential for teacher education in the process of preparing PSTs for multilingual classrooms.
