KOI tailors solutions for municipalities, county authorities, and national agencies that wish to initiate innovation and development projects within their organisations. KOI is, among other things, academically responsible for the 'national innovation school' for the municipal sector and for the cooperation agreement between the University of Inland Norway (INN) and the Norwegian Labour and Welfare Administration (NAV).
