  In the innovation and regional development literature, regional areas that lie between prosperous core regions and struggling peripheral areas have been largely neglected, both theoretically and empirically, in recent innovation and regional research. In this paper, we analyse the role that small cities play as agents in regional development in their hinterland. Are they catalysts for growth, or do they drain the surrounding cities and villages? One concept or analytical tool that deals with this issue more explicitly is ‘sponge cities’, which refers to small and medium-sized cities that appear to ‘soak up’ talent and resources from the surrounding hinterland. By adopting and expanding this largely unexplored concept, we analyse the role of regional cities in the Norwegian context. Building on the original concept, we believe that adding commuting to migration patterns provides a more nuanced and precise assessment of whether small cities and regional centres are a blessing or a curse for their hinterlands. Using regional data, we classify cities as ‘motors’ (those that positively afect the hinterland thanks to well-balanced commuting and migration patterns at various spatial scales) or ‘sponges’ (those that soak up people from surrounding areas through migration). Further expanding our analysis, we label a third group of municipalities as ‘local mobilizers’, as they seem to have the potential to infuence positively the growth of adjacent areas, and a fourth group as ‘moderate attractors’, which show moderately positive external commuting and migration fows.

  This article analyses how architectural competitions serve as a context for architectural work embedded in broader strategies of urban development. The post-political mode of depoliticization has been argued to be important for contemporary practices in both urban theory and in architectural discourses. This article critically assesses how architects work within competitions and what potential lies in the process of challenging the post-political consensus. It uses a series of architectural competitions held within the Fjord City planning area in Oslo, Norway, as cases. Drawing from the work of Jacques Rancière, the article uses a framework for understanding political architecture that views aesthetics and politics as interconnected. The article argues that architecture can be political when this understanding is embraced and that architectural competitions, despite often leading to a depoliticized architecture, contain space for an architecture of dissensus

  De unges perspektivmelding er et samarbeid mellom Agenda Innlandet*, Høgskolen i Innlandet, NTNU Gjøvik og Sparebankstiftelsen Hedmark. De unges perspektivmelding har som formål å: • involvere unge voksne i samfunnsutviklingsdebatten ved å bringe inn deres stemmer i arbeidet med å forme Innlandet. • få økt kunnskap om hva som har betydning for unge voksne med tilknytning til Innlandet når det gjelder valg av bosted, utdanning, jobb, fritid og livsstil. Prosjektets resultater skal blant annet danne grunnlag for anbefalinger til politikere, kunnskaps- institusjoner og næringsliv om de unges løsninger for å skape attraktive og inkluderende samfunn. Perspektivmeldingen består av en kunnskapsoppsummering av statistikk og tidligere forskning på unge voksnes bostedsvalg, samt resultater fra workshops og intervjuer med unge voksne med tilknytning til Innlandet. De unges perspektiver er ikke nødvendigvis representative for alle unge voksne med tilknytning til Innlandet, og bør tolkes med dette som forbehold. Likevel kan perspektivmeldingen gi nyttig innsikt i faktorer som et bredt utvalg av unge voksne vektlegger i en fase av livet med høy grad av mobilitet og refleksjoner rundt fremtidige bostedsvalg.

  Østlandsforskning ved Høgskolen i Innlandet har på oppdrag fra Vågå kommune gjennomført en analyse av reiselivsnæringen i kommunen. Formålet med arbeidet er å få belyst betydningen av reiselivet med hensyn til koblinger mot andre næringer i og utenfor kommunen. Det er hentet inn grunnlagsmateriale fra flere kilder som SSB, infoland, Proff Forvalt, samt bruk relevant forskning til å besvare utredningsspørsmålene. Det er intervjuet syv representanter fra reiselivsnæringen og en representant fra forvaltningen.

  This report is commisioned by World Expression Forum, WEXFO, as a part of their project “Youth’s Participation in Society”. “Youth’s Partcipation in Society” aims to increase young people’s participation in democracy through the sharing of knowledge about the challenges and successful measures that can be taken. This report presents a theoretical framework for understanding youth participation. It provides examples of challenges and opportunities experienced by young people in connection to their participation in society. It also presents examples of projects aimed at facilitating youth participation in different countries across the globe. The report also includes a discussion on how Norwegian and international projects address the opportunities and challenges facing young people seeking to make use of their right to express themselves and participate in society. Work on this report commenced in March 2022 and was completed in October 2022.

  Lillehammer-regionen er avgrenset av de tre kommunene Gausdal, Lillehammer og Øyer. Det er gjennomført en drøfting av hvordan kommunal og regional policy kan bidra til at fritidsboligutviklingen gir størst mulig lokal verdiskaping (verdiskaping defineres som lønn pluss profitt) og andre fordeler for regionen. Det sentrale spørsmålet handlingsrom for kommunal og regional policy for å fremme den fritidsboligbetingede verdiskapingen og tilhørende muligheter for næringsstrukturen i Lillehammer-regionen. Oppgaven er derfor først og fremst en drøfting av strategier og mekanismer tilgjengelig for kommunal og regional policyutvikling i den sammenheng.

  Maritim næring, som omfatter rederier, verft og utstyrs- og tjenesteleverandører, er tradisjonelt mannsdominert i Norge. I perioden 2016-2020 var andelen kvinner blant norske ansatte til sjøs kun 12 prosent. I forbindelse med utarbeidelse av en ny maritim likestillingsstrategi ønsker departementet nå å få mer kunnskap om situasjonen. Østlandsforskning ved Høgskolen i Innlandet har i samarbeid med Stiftelsen Maritime Bergen, som representerer havbaserte næringer, kartlagt mangfoldet i næringen. Hvilke forhold hindrer kjønnslikestilling og hvilke tiltak bidrar til mer likestilling? I tillegg belyses mulige samfunnsøkonomiske gevinster ved økt likestilling og mangfold. Det er gjort blant annet statistiske analyser, dybdeintervjuer med kvinner og menn i næringen og fokusgruppeintervjuer med interesseorganisasjoner, bedrifter, de maritime utdanningene, studenter og unge arbeidstakere.

  Landbruk og landbruksbasert verksemd er viktig for sysselsetting og verdiskaping i mange kommunar i Vestland. I dette prosjektet er verdiskaping og sysselsetting i jordbruk, skogbruk, landbruksbasert tilleggsnæring og landbruksbasert industri berekna. NIBIO har gjennomført prosjektet i samarbeid med Østlandsforskning ved Høgskolen i Innlandet.
