Tord Willumsen

Short description

Tord Willumsen is an Associate Professor of Organization and Management at the Inland Norway University of Applied Sciences (INN). He is a political scientist and has over 20 years of experience in research and teaching within public policy and administration, organization and management, research methods, and other political science topics.

At INN, he teaches on-campus courses, online studies, and continuing and further education (EVU), with a primary focus on leadership education for the public sector, including topics such as:

• Innovation management in public services

• Quality management and ethical reflection in the leadership role

• Strategic HRM, competency planning, and competency development

• Collaboration, communication, and negotiation skills

His fields of academic interest lie within public policy and administration, with an emphasis on institutions and decision-making processes in municipal politics and administration:

• Elections, election campaigns, and political analysis, and the relationship between politicians and the public at local, regional, and national levels

• Political leadership and political decision-making processes in municipalities

• The interaction between politics and administration, including the dynamics and interfaces between elected officials and administrative management, as well as the role of audit committees and performance auditing

• Local democracy , local political culture, and municipal organization

• Organization, management, and leadership training in the public sector, specifically aimed at the daily operational reality of middle managers (innovation management, quality management, strategic HRM, collaboration, and communication)

• Ethics, practical ethical reflection, and conflict management in public administration

• Street level bureaucracy and the public's encounter with the administration and service providers
