Short description
My main fields of research are public law in general, and administrative law in particular. In my doctoral dissertation, I analysed delegation in Norwegian administrative law and examined the legal frameworks governing the organisation and governance of the public sector from a theoretical perspective.
My work is theoretically oriented and draws on the interaction between legal-theoretical, organisation-theoretical and social-theoretical traditions. I am particularly interested in questions concerning delegation, agency governance, the organisation of the state, democratic legitimacy, and the relationship between the public administration and political governance.
At the University of Inland Norway (INN), I am the course coordinator for JUS2011 Administrative Law and Method (32 ECTS). I am a member of the research groups NOMOS: Centre for international research on law, culture and power; Legal History, Legal Method and Life Sciences at the Department of Public and International Law (University of Oslo); the project group on research on health trusts at IOR (UiO); and the research group Legal Development at INN.
In 2025 I published the monograph Delegering: Et kritisk bidrag til rettsvitenskapens tenkning om forvaltningens organisering (Delegation: A critical contribution to legal scholarship on the organisation of public administration; Cappelen Damm Akademisk). I have also prepared a report for the Norwegian Commission of Inquiry into International Adoptions on the division of labour, governance, supervision and control in the field of adoption, which will be published as an appendix to the Official Norwegian Report (NOU).
I regularly publish scholarly and popular-science writing, including in Lov og rett, Tidsskrift for Rettsvitenskap, Jussens Venner, Kritisk Juss and the daily newspaper Klassekampen.
