The number of crises in the world is increasing, they are becoming more expensive and they are becoming more serious. Therefore, it is more important than ever that society is prepared to deal with them.
Effective crisis management requires the cooperation of many different actors, both those with experience and those without. Expertise in crisis management is developed through shared experiences, training and practice.
Nevertheless, there are significant challenges associated with learning from previous events and exercises.
"This thesis explores how collaboration exercises during the pre-crisis stage can help diverse organisations build resilience through learning and innovation. The findings highlight the vital role of these exercises in strengthening community resilience, with emphasis on the design, delivery, and implementation of such activities as key success factors," tells the research fellow to inn.no.
Based on three published articles, the study proposes a framework for training crisis management systems, addressing when, how, what, and who to train.
By integrating systems theory, crisis management, resilience, organisational learning, and innovation, the framework offers a comprehensive understanding of the dynamics of learning and change within crisis management systems.
"Leveraging the pre-crisis stage to enhance resilience is a matter of significant societal importance," according to Geir Ove Venemyr.
Venemyr thesis is titled "Innovations in Crisis Management Training and Exercises – a Systemic Approach".
The main findings of the doctoral research:
- Collaboration exercises conducted during the pre-crisis stage of a crisis play a crucial role in fostering community resilience.
- The design, delivery, and implementation of these activities are key factors for success.
- This study develops a framework for training crisis management systems, detailing when, how, what, and who to train.
- Understanding how a multidisciplinary crisis management system can effectively leverage the pre-crisis stage to enhance resilience is a matter of significant societal importance.
