This lecture presents Maria’s extensive experience of working with the Ukrainian justice system to enable investment-related projects in Ukraine and building trust with international partners, combining both the UK and Ukrainian legal perspectives with practical insights. Her engagement on this topic is framed through her work at the British Institute of International and Comparative Law (BIICL) and her ambitious initiatives delivered in partnership with the UK Ministry of Justice, England and Wales judiciary and the UK legal services sector. The lecture draws in particular on the BIICL report “Unlocking Investment in Ukraine”, the Ukrainian Commercial Courts Judicial Capacity Building Programme and the efforts to build partnerships between the UK and Ukraine legal sectors.
In line with the aims of the UA-KLAR Project, the lecture highlights key aspects of Ukraine’s evolving investment framework, including recent positive developments as well as remaining challenges. It also explores the transferable value of this knowledge for Norwegian society, particularly in the context of investments, reconstruction, legal cooperation, and institutional development.
Maria Tymofiienko is an international lawyer and Head of Projects, Ukraine International Law Response at BIICL. Originally from Kyiv, Maria moved to the UK in 2012 to continue her academic research at Queen Mary University of London (QMUL). At QMUL and later at BIICL Maria managed major international assistance projects in support of Ukraine's law and judiciary reform agenda. Maria has worked closely with civil society and parliamentary groups organising numerous delegations of Ukrainian officials and opinion leaders to the UK as well as visits by UK MPs to Ukraine to help build and strengthen UK-Ukraine relations.
About UA-KLAR
The lecture is part of the project Clarifying the legal framework for investment, EU integration and accountability in Ukraine ( UA-KLAR) that contributes to better understanding in the Norwegian society of the legal rules relating to investment in Ukraine, its relations with EU, and justice for atrocity crimes and human rights violations committed during the war. This knowledge is crucial for supporting and rebuilding Ukraine.
UA-KLAR project is funded by Norway’s Nansen Support Programme for Ukraine via Norwegian Directorate for Higher Education and Skills. More information on the project is available on its website. Professor Yuliya Chernykh leads working package focused on investment in Ukraine. Mer informasjon om prosjektet er tilgjengelig på prosjektets nettside.
