Guideline for acess to examination as an external candidate

This guideline regulates access to the examination as an external candidate. For all legal purposes, the original guideline in Norwegian is the authoritative version.

About the guideline

The aim of this guideline is to describe additional provisions about examinations.

    1. Access to examination as an external candidate

An external candidate refers to a person as described in the University and College Act § 11-4 third paragraph.

Access to examination as an external candidate only applies to courses without compulsory teaching, compulsory practice and/or compulsory activities, or courses where the person has previously passed such requirements.

If the course has a requirement for participation in compulsory teaching, the background for the requirement for compulsory participation must be considered. If this is linked to the fact that participation in teaching provides significant competence that cannot be tested in the exam, no exceptions can be made for external candidates. However, if compulsory participation is set for the sake of study quality, exceptions can be made for external candidates.

    2. Application deadline

The application deadline for the external candidate examination is 1st September for the autumn semester examination and 1st February for the spring semester examination.

The applications will be processed after the application deadline has expired.

    3. External candidate fee

To attend an examination as an external candidate, a fee called the external candidate fee must be paid.

The fee per examination is 3000 kroner.

In addition, the semester fee must be paid according to the current rules. External candidates do not pay the Kopinor and ICT fee.

For a new examination attempt due to valid absence, no new fee is paid.

For a new examination attempt after failing or in order to improve the grade, a fee is required according to the specified rates.

For study programs or courses where a co-payment has been established for students, a higher fee may be set for external candidates than stated in these guidelines, but not beyond the size of the co-payment.

Paid fees and semester fees are non-refundable.

    4. External candidates' rights

The rights of external candidates at the university are limited to participation in public lectures and access to examinations. As an external candidate, you do not have the right to supervision, participation in group work, teaching materials or access to the university's data systems.

External candidates who have paid the semester fee are entitled to a student card and have access to welfare offers provided by the Student Welfare Organisation. External candidates have the same rights at the university's library as a regular student.

    5. Appeal

There is a right to appeal individual decisions about access to the examination as an external candidate according to the Public Administration Act section 28. The deadline for appeal is three weeks from the point of time the decision has been communicated to the party, cf. Public Administration Act section 29.
